Senior Project Manager – Oracle eBusiness Suite HCM/ Payroll Implementation


Job Description:

A large public sector organisation is seeking an experienced Senior Project Manager to lead the upgrade and implementation of a new Oracle eBusiness Suite Payroll System. This is a 18 month plus contract role based in Dublin. Hybrid work model.


Background

  • Our client intend to replace their current payroll solution. Their current provider (I believe this is SumTotal) will be there to the end of 2026
  • They are also implementing or intend to implement Oracle HCM and will be the one of the first to use this in Ireland
  • They are in the middle of mobilising their programme which has full funding
  • They have appointed their SI partner already.


Their Core role for the Senior PM is as follows:

  • is to implement a new payroll solution
  • and secondary for Payroll to be transformed over time


There will be 2 main projects in the programme:

  • 1. SI workstream, led by their Group Technology Services team and vendors – typical project of HLD, DD, Build, test, Migration/Go-Live
  • 2. Payroll Business transformation to look at the opportunities for leveraging Oracle HCM and implementing some in parallel if possible but more post the Payroll transition of BAU services
  • They wish to appoint an experienced Senior Programme Manager to lead this programme and be involved in and lead on the cut and thrust of this programme.


Key Experience and skills:

  • Experienced Programme Manager
  • Has led similar Payroll Transitions Programme in the past 5 years
  • Understands Payroll function
  • Preference for Government, Public Sector type experience and understanding of the nuances of Payroll in such sectors
  • Experience based on work in RoI, NI and UK.
  • Familiarity with Oracle HCM
  • IT Programme and Project Management, SDLC
  • Excellent Stakeholder Management and Communication skill
  • Years experience required 20+ (may be flexible)



Experience Required:

  • Minimum 10 years of experience in project management, with a strong track record in IT system implementations.
  • Experience managing large-scale Oracle eBusiness Suite Payroll System projects or other large scale ERP Payroll Systems.
  • Proven ability to manage projects in complex public sector environments.
  • Strong background in stakeholder engagement and vendor management.
  • Experience handling project governance, risk management, and reporting at a senior level.


Desirable Skills:

  • Certification in Project Management (PMP, PRINCE2, or equivalent).
  • Understanding of public sector procurement and compliance frameworks.
  • Experience working with cross-functional teams in IT, finance, and HR.


Educational Requirements:

  • Third-level degree in IT, Business, or a related field.


Extra:

  • Start Date: 1st April
  • Location: Hybrid – 2 days onsite in Dublin City Centre, 2 days remote, 1 day TBD with client depending on need to be onsite or not.
